Popis The study addresses a critical aspect of government operations—public procurement—and the role of transparency within it. The advent of electronic procurement platforms (e-procurement) has revolutionized procurement practices, offering the potential to increase transparency by optimizing processes, consolidating information, and enabling real-time monitoring. This study seeks to bridge the research gap in evaluating transparency in public e-procurement by proposing a comprehensive framework that assesses the level of transparency exhibited by e-procurement systems. The framework is grounded in the principles of good governance and is informed by empirical data demonstrating the positive relationship between e-procurement and transparency enhancement. By embracing transparency, governments can promote ethical practices, encourage fair competition, and stimulate the development of innovative procurement solutions. The study also considers the multi-layered interplay between standardized European Union (EU) directives and the complex legal structures of individual member states, which influences the adoption and effectiveness of e-procurement in Europe.
