What do women want? Analyzing women’s preference between public transport safety and fare-free transport- A case study of Delhi pink pass policy

Several countries implemented free public transport schemes to improve labor market access. Public transport, however, may have dissimilar preferences for men and women. Literature evidence that women face more safety-related challenges in public transport than men. Women’s safety in public transport is often studied as a significant concern that prevents women from accessing social activities and employment opportunities. My project continues from the previous project, which evaluated the pink pass policy on Delhi’s fare-free buses for women. Delhi. This project will study the impact of bus transport safety on women’s preference to commute in Delhi’s fare-free public buses.
Delhi state implemented a pink pass scheme by introducing fare-free bus transport to all females. The state aimed:
1. Women empowerment by providing safe public transport and
2. Improve Delhi’s women’s labor force participation.
My project’s research question is to find whether the travel safety in Delhi public buses influences Delhi’s women in using fare-free bus transport.
To estimate the outcome, I will analyze my survey data collected from 2000 Delhi women respondents with Delhi bus safety-related questions. I will use the DTC database to observe the monthly pink pass women passengers and DES reports to check public transport crimes against women in Delhi.
Using regression analysis, the paper will show the causality of safety in Delhi’s public buses and women’s access to socioeconomic roles.
