Description Considering the cabinet as the key actor of policy formulation and implementation, we assume that the public support to the policy aims is one of significant factors affecting the policy implementation. The paper examines if there is any difference between real and percieved voters' support recognized by the cabinet. If the cabinet recognizes different support to its ideas, than the real support is, then its policy based on wrong assumptions could be one of factor causing the implementation failure. Conclusions are based on comparison of the results of public poll and analysis of voters' opinion expressed in the election.
