| Description | The publication is an outcome of the project: “Implementation of new governing instruments of the public system in regional concept of the Czech Republic.” There are financial demanding of regional governance system explicated, management of regional property analyzed and chosen methods of public expenditures management clarified in this publication. Program budgeting method is accented. The publication focuses also on problems of regional fiscal imbalance and dept management as well as an interaction between quality management instruments and income and expenditure sides of regional budgets. All problems focused on local self-governance mentioned above are still not satisfactorily and complexly elaborated in existing scientific literature. |
