Description The paper presents the methodological problems concerning development of efficient instrument for customer satisfaction measurement. The methodological problems have been formulated on the basis of the experience obtained during the initial, qualitative stage of the research on the criteria of citizen satisfaction with two areas of public services: services of local authorities and services of public libraries.
