Description | There are many evaluation methods applicable in the public sector. Most methods are divided into two groups. The methods for identifying facts and their properties (the so-called empirical methods), including for example, observation, experiment, interview, questionnaire, survey or testing, and methods for processing the data (the theoretical methods). These methods include both methods of quantitative evaluation, which are derived from the principle of positive epistemology, where it is assumed that an objective reality can be expressed numerically (using statistical methods) and methods of qualitative assessment is used to identify relationships between data obtained using induction and deduction, analysis and synthesis, abstraction and concretization (the logical methods). Among the managerial methods of assessment is then possible to include all of the methods used in the management and decision making in the public sector. Of these methods were selected and analyzed only methods useful for the modernization of local government and especially the qualitative assessment of managerial methods. |
