Description	The aim of the paper is to analyze adequacy and effectiveness of the system of social security in the Czech Republic since 1990 until 2003. Adequacy is defined on the objective level as responsiveness of social security arrangements to the new risks and needs (namely to the risk of poverty). On the subjective terms it is defined in terms of evaluations and attitudes of the citizens related to the various social security arrangements.
