Description | In this article we present "individual action plans" as an counselling tool successfully used in broad European public employment agencies for many years. It serves to combat against (long-term) unemployment at regional and local labour market above all. In the concrete we focus on modification of their goals and function during the process of its implementation in regional and local public employment agencies. Coming out from the traditional research of sociology of organization in the field of program implementation (f.e. Street, Vinter, Perrow 1965; Mayntz 1979; Lipsky 1980; Brodkin 1997, 2000) we demonstrate this phenomenon on 94 interviews with different public employment employees in the Czech environment. |
