Description Municipal legislation is traditionally seen as normative administrative acts. It is related only to administrative territory of the municipality. In many cases, however, it relates only to the specifically defined part of the territory. Therefore, such laws tend to have more or less specific subject of their regulation. Therefore, these laws are not the normative administrative acts in material terms, but they are so-called hybrid administrative acts. The contribution deals with identification of such municipal legislation and with consequences of this fact, including issue of protection of rights.
