Description Next to the State and the territorial autonomies, the legal persons in public law are a third form of subject of public assets in Czech law. The pertinent rules are not uniform but differ very much both in content and in extent according to the kind of legal person. This essay exemplifies this field of law with view to universities, professional chambers and public research institutions. One common trait is the rather general character of the rules of statute law concerning property and the management of the budget. This requires concrete rules enacted by the legal persons themselves (autonomous bye-laws). Statute law and bye-laws do not always harmonise. Especially in the field of professional chambers, shortcomings are quite shocking. Both chambers and the pertinent ministries are responsible for finding remedies. Public research institutions are a new type of legal persons in public law and as such a legislative reaction to the exigencies that international research co-operation and funding create vis-a-vis the participating units. This piece of legislation is quite a success.
