The consortium of the Cyber-security Excellence Hub in Estonia and South Moravia (CHESS) will form a centre that integrates the leading cybersecurity institutions in both regions. To capitalize on the strengths of both regions and address important European-wide challenges, we propose to develop an Excellence Hub for Cybersecurity. The CHESS Hub will conduct a thorough needs analysis of the two regions and develop a joint cross-border R&I strategy for cybersecurity. Development of the strategy will be aided by R&I projects consolidating academia and business linkages. The project will serve as a preparatory action for further investment – conceptual design and pre-planning for pilots and demonstrators is supported. The project will involve a range of auxiliary measures – staff exchange, mutual learning, training, technology transfer, outreach to society. Through this project, we will create an Excellence Hub that helps to formalize the Cybersecurity Ecosystem within and across the regions of South Moravia and Estonia. We will do so by bringing together key stakeholders to address challenges facing the IT field in general and cybersecurity in particular. Specific research initiatives and demonstrators will be pursued on important societal challenges related to cybersecurity in order to increase joint R&I cooperation and demonstrate the viability of research results. CHESS will seek to exploit all project outputs, especially the pilot project results, which would lead directly to larger initiatives and eventual commercial exploitation. The strategizing, skills-building and pilot research will cover the totality of the cybersecurity field, but special attention will be given to the six challenge areas of the Internet of Secure Things; Security Certification; Verification of Trustworthy Software; Blockchain; Post-Quantum Cryptography and Human-centric Aspects of Cybersecurity.
