The research objective is focused on the issues involved in the effective development of regions in the Czech Republic and the related issues of transformation of public administration. A special attention is paid not only to the public sector development in regions but also to both macro- and microeconomic approches to its exploration. Based on the analysis of the governmental regional policy, the research study will formulate the contents of strategies used in regional institutions of public administration. Questions connected with the budget system in the Czech Republic, especially its structures at regional and municipal levels are discussed. It also includes the problems of improving the budget processes at regional and municipal levels. The overall solution stems from concrete conditions in the CR and the necessity of reaching compatibilty with the Europen Union, as a part of preparation for a smooth accession of the CR into the EU.
