Description Public sector using public finances seeks in its behaviour so called economical rationality – based on affectivity, efficiency and expediency principles (in the Czech Republic implemented for example in 320/2001 Dg., financial control law in current reading). In providing numerous services the public sector cooperates with private sector which cooperation advantages are on the other hand outweighed with non transparent transaction costs, lobby activities or even corruption. One of the major forms of the public services realization in the Czech Republic is through public procurement institute, where significant number is dealt as small extent’s public procurements. Within this group of public procurements there are only very general principles and in comparison to their other forms there is not any detailed description for theirs settings. Small extent’s procurements’ settings are thus being based only on intern procedures that are being issued directly by contracting authority itself.
