| Description | The flexibility of organisations to react on new social risks and uncertainty produced by present-day post-modern societies is one of the key themes in the contemporary public and social policy. In the paper we focus on how actual activation labour market programmes and provisions are implemented in two Czech regions (one socially problematic, another one socially unproblematic). We take notice partly the local organisations are able to cooperate, in part how are accessible financial, personal and technological sources used (exploitation) and whether they try to innovate actual activation programmes and services for unemployed (exploration). Case results from in-depth interviews with experts from the state and private sector shows in all surveyed organisations outweighs the tendency to exploit over explore.
