Description The author briefly describes position of the Czech ombudsman in proceedings of abstract constitutional review of norms enacted by local governmental bodies before Constitutional court of the Czech Republic. The attention is focused on the procedural aspects (such as ombudsman's intervention in the proceedings, ombudsman's power to submit a proposal of annulment of governmental or ministerial decree or local law) as well as on ombudsman's legal attitude to legislative powers of local governmental bodies. Finally author analyzes legal conclusions relating to the judgment of the Constitutional court in "Plchov case" (Pl. ÚS 5/07).
