| Description | Institutional reforms in public finance are not a substitute for for policy action. But, properly conceived, they can help apply public resources where they can be best utilized, generate feedback on the effectiveness and efficiency of public interventions. The discussions highlighted number of practical measures which could help at the national level in this respect, including: expanding the medium-term outlook attached to the budgeting since this year into a full-fledged medium term fiscal framwork commiting the authorities to a clearstrategy to bring down the general government deficit, consolidating extra-budgetary funds and transformation institutions and anchoring a grester performace oriantation in an activity/service based articulation of the state budget. |
