Description The commentary provides a clear, comprehensive interpretation of the law, which is a response to the COVID-19 pandemic that the Czech Republic - like most countries in the world - had to deal with shortly after entering the second decade of the new millennium. This special law contains the legal instruments to enable this unprecedented crisis situation in modern history to be managed, regardless of the existence of a State of Emergency. It therefore makes it possible to issue emergency measures restricting, for example, services, commerce, public transport, school education or the organisation of private or public events, thereby making a significant interference in the legal sphere of individuals. On the other hand, the law also lays down the conditions under which the State is obliged to compensate for the damage caused by such executive interference. It is clear from the above that the commented legal regulation is associated with a number of practical questions, to which the commentary offers specific answers, using both theoretical sources and conclusions arising from relevant and up-to-date case law. The commentary is suitable not only for the legal professionals but also for all others affected by the legal regulation in question.
