Description By 2023, competitive tendering for railways will be an obligation (with some exceptions) for all PSO services in the EU. The paper elaborates a case study of the Czech Republic. The aim is to identify factors which can influence the number of bidders. To attract more bidders, contracting authorities should improve the relationship and communication with rail undertakings. Moreover, they should announce a tender in sufficient time (3-4 years) before the start of operation when the contract includes new vehicles. Different procuring authorities should avoid that their tenders take place simultaneously and using a gross cost contract attracts more bidders.
