| Description | Municipalities may impose many different obligations on their citizens and other people outside the municipality by creating generally binding ordinances. After ten years after so-called Jirkov´s judgement, it is therefore useful to evaluate its consequences mainly for legal practise. It is also necessary to ask what areas were found as regulatable by generally binding ordinances and what recommendations can be given both to municipalities and to the addressees when considering the constitutional conformity of these legal regulations. |
