Description Aim of this text is to point out the difficulties of implementing single railway market within European union. Network industries were mostly considered as a part of the state administration. In Europe it has been fully anticipated by railways, with monopolly structure, with own other rather linked or subsidiary industries, own healthcare etc. The railway budget was a part of the chapter of Ministry of Railways, in some way independent of the revenue from fares on account of important social and development services. But because of decline of traffic caused by the changes of demand in the post-industrial society there incur excessive debts and growing too heavy budget burdens. Therefore it was necessary the assemption of debts by state as an owner, with separate at least financial accounting of transport infrastructure and transport operation; traffic of passenger with predominant part of public services, with contracts on them based on compettive tenders. But the huge amounts of previous government money have create huge obstacles to rapid development of single Europan transport network and within it the single European railway network So the deadlines for single European Transport Area and single European Railway Transport Area according to the present predictions is 2050. But there is continually a rather old intention to follow all the steps to create a United States of Europe; inclusive the present 4th railway package, with some important measures and naturally some compromising.
